City Plan to Put All Inmates in 1 Political District Upheld

A federal appeals court has concluded that a redistricting plan in a Rhode Island city that puts all the inmates at the state prison into one ward is politically fair. The 1st U.S. Circuit Court of Appeals on Wednesday cited an April decision by the U.S. Supreme Court in ruling that Cranston's district lines were constitutional.
